  4. Gradually fold dry ingredients into the wet mixture until just combined.
  5. Pour batter into prepared pans and bake for 25-30 minutes or until a toothpick comes out clean. Let cool completely.
  6. Whip heavy cream until soft peaks form; gradually add sweetened condensed milk until smooth.
  7. Once cooled, slice each cake layer horizontally if necessary. Layer with frosting between each cake layer, frosting the sides as well.
